Spain will not feature at next year’s World Cup in France after their appeal against disqualification for fielding an ineligible player during qualifying was rejected, World Rugby announced on Monday.

World Rugby has confirmed that Russia will play in the 2019 World Cup after rejecting appeals from Spain and Romania against breaches of player eligibility in the qualifying process.
The Romanian Rugby Union will appeal the decision to deduct points from the national team for fielding ineligible players, which prevented their progression to the 2019 World Cup.
