Fiji beat Samoa 39-29 in the Pacific Nations Cup final at Swangard Stadium in Burnaby.
The Fijians, who led 17-9 at the break, scored five tries, including two from lock Leone Nakawara.
Samoa, who will be in Pool B with the Springboks at the World Cup, scored three of their own.
In other matches on Monday, Tonga secured third place with a 31-20 win over Japan, while a last-minute drop-goal from AJ MacGinty helped the USA edge Canada 15-13 in the fifth-placed play-off.
